AN ACT to amend the public authorities law, in relation to authorizing
the Syracuse regional airport authority to provide and maintain an
authority police department and a uniformed authority police force
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The public authorities law is amended by adding a new
2 section 2799-ggg-1 to read as follows:
3 § 2799-ggg-1. Authority police force. The authority is hereby author-
4 ized and empowered to provide and maintain an authority police depart-
5 ment and a uniformed authority police force. Each member of such
6 uniformed police force shall be a "police officer" as that term is
7 defined in paragraph (e) of subdivision thirty-four of section 1.20 of
8 the criminal procedure law, with all of the powers of such police offi-
9 cers thereunder and subject to the same jurisdictional provisions on the
10 exercise of that power as set forth in such law. The geographical area
11 of employment of such police officers for the purposes of the criminal
12 procedure law shall be limited to the buildings and grounds of the
13 authority. Such department and force shall have the power, in and about
14 any or all of the facilities owned, occupied and/or operated by the
15 authority, to enforce and prevent violation of all laws. Nothing herein
16 shall confer upon the authority police force or upon their collective
17 negotiations representatives exclusive jurisdiction or claim over the
18 exercise of police power or security work on behalf of the authority.
19 Nothing herein shall limit the authority from continuing to rely on
20 local police for police services. However, traditional police functions
21 previously performed by the city of Syracuse police department shall
22 continue to be performed by the authority police force.
23 § 2. This act shall take effect immediately.
