        AN  ACT to amend the public authorities law, in relation to establishing
          a commission on hosting the olympic games
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  public  authorities  law  is amended by adding a new
     2  section 2611-a to read as follows:
     3    § 2611-a. Commission on hosting the olympic games.  1.  When  used  in
     4  this section the following terms shall have the following meanings:
     5    (a)  "commission"  shall  mean  the  commission established under this
     6  section.
     7    (b) "olympics" shall mean the olympic games.
     8    2. There is hereby established  within  the  New  York  state  olympic
     9  regional development authority a commission on hosting the olympic games
    10  which  shall consist of thirteen members and shall have and exercise the
    11  powers and duties set forth in this section.
    12    3. The commission shall consist of  thirteen  members  of  whom  three
    13  shall  be  appointed  by  the  governor,  two each by the speaker of the
    14  assembly and the temporary president of the  senate,  one  each  by  the
    15  minority  leader  of the senate and the minority leader of the assembly,
    16  and four by the authority. Any  vacancy  on  such  commission  shall  be
    17  filled  in the same manner as the original appointment was made. Members
    18  of the commission shall be residents of the state.
    19    4. Members of the commission shall designate a chair from the  member-
    20  ship  thereof  for  a term of one year. Any member of the commission may
    21  call a meeting. Seven members shall constitute a quorum. The  commission
    22  may  meet  and hold public and/or private hearings within or without the
    23  state, and shall have all the powers of a legislative committee pursuant
    24  to the legislative law.

     1    5. The members of the authority shall not receive a  salary  or  other
     2  compensation  for  their  services as members of the commission but each
     3  member shall be allowed  reimbursement  for  the  necessary  and  actual
     4  expenses  which  he  or she shall incur in the performance of his or her
     5  duties under this section.
     6    6. The commission shall:
     7    (a)  determine  the  feasibility  for Lake Placid to host the olympics
     8  with a partner municipality;
     9    (b) investigate which municipalities could partner  with  Lake  Placid
    10  for hosting the olympics;
    11    (c) identify the best partner municipality for Lake Placid; and
    12    (d)  before  February  first,  two thousand twenty-four, report to the
    13  governor and the legislature regarding its findings and recommendations.
    14    7. The commission may employ and at pleasure remove such personnel  as
    15  it may deem necessary for the performance of its functions and fix their
    16  compensation within the amounts made available by appropriation thereof,
    17  if any, or by donation, if any.
    18    8.  For  the  accomplishment  of its purposes, the commission shall be
    19  authorized and empowered to undertake any studies, inquiries, surveys or
    20  analyses it may deem relevant through its own personnel  or  in  cooper-
    21  ation with or by agreement with any other public or private agency.
    22    9. The commission may request and shall receive from any agency in the
    23  state  and  from any subdivision, department, board, bureau, commission,
    24  office, agency or other instrumentality of the state or of any political
    25  subdivision thereof such facilities, assistance and  data  as  it  deems
    26  necessary or desirable for the proper execution of its powers and duties
    27  and to effectuate the purposes set forth in this section.
    28    10.  The  commission  is hereby authorized and empowered to enter into
    29  any agreements and to do and perform any acts  that  may  be  necessary,
    30  desirable  or  proper  to  carry out the purposes and objectives of this
    31  section.
    32    § 2. This act shall take effect immediately.
