        AN ACT to amend the public health law, in relation to  requiring  hospi-
          tals  distribute literature created by the commissioner to patients at
          a high risk of sickle cell disease
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  public health law is amended by adding a new section
     2  2803-aa to read as follows:
     3    § 2803-aa. Sickle cell disease information distribution.  The  commis-
     4  sioner  shall  design an informational packet about sickle cell disease,
     5  including screening, prevention, and treatment information. Every gener-
     6  al hospital shall distribute the packet to every  patient,  or,  if  the
     7  patient  lacks  capacity  to make health care decisions, to a person who
     8  has authority to make health care decisions  for  the  patient,  who  is
     9  suspected to be at high risk of inheriting sickle cell disease.
    10    § 2. This act shall take effect immediately.
