Relates to authorizing the state liquor authority to impose a one year moratorium on the issuance of new licenses to sell liquor on premises in certain instances in cities having a population of one million or more; authorizes the state liquor authority to establish a one year moratorium within a neighborhood in a city having a population of one million or more on the issuance of new liquor licenses for on premises consumption upon receipt of a request from both state legislative representatives, or NYC council members and a resolution of a local body or bodies requesting a moratorium and a finding that the number of liquor licenses issued in such neighborhood has doubled over a three year period. |
