On May 27, 2009, Assemblymember Brian Kavanagh, Committee Chair Bob Sweeney, and the Assembly Committee on Environmental Conservation held a public hearing in Albany to solicit input regarding a proposed new environmental bond act, the Clean Water, Clean Air and Green Jobs Bond Act. The act would authorize issuance of bonds in the amount of five billion dollars to preserve, enhance, restore, and improve the quality of water, the environment, and natural resources; to promote energy efficiency, energy security, and the creation of clean and green jobs; and to provide for State assistance payments for these purposes.
The proposal, if approved by the Legislature, would be submitted to voters during the General Election in November 2009. The Committee heard testimony from about twenty-five witnesses, representing environmental and business groups. Some of the organizations that offered testimony included the New York League of Conservation Voters, the Adirondack Council, and the New York Public Transit Association.
