Assemblymember Kevin Cahill (D-Ulster, Dutchess), has been designated Chairperson of the New York State Assembly Standing Committee on Ethics and Guidance and Co-Chairperson of the Legislative Ethics Committee. This appointment was recently announced by Assembly Speaker Sheldon Silver in conjunction with other changes in Assembly leadership positions for 2005.
"I am honored that Speaker Silver has selected me to lead the Assembly in this capacity. Now more than ever, it is critical that we strive to maintain the highest standards of ethical behavior," said Mr. Cahill. "I look forward to assuming this position and working with my colleagues to lead and advise our house on these matters."
This appointment follows Assembly action last week, where a series of internal rules changes that will dramatically improve the way they conduct day-to-day operations passed with a near unanimous bipartisan vote. These reforms were the product of an undertaking spearheaded by the Assembly Steering Committee, of which Mr. Cahill is the Vice-Chairperson. His proactive role in organizing and researching the many ideas put forth over the last several months was central to the development of this package. "I am very proud of the role I had in the Assembly Reform movement, and its focus on institutional changes. Ethics and Guidance speaks to the character, activities and responsibilities of each individual. We must continue to do all we can to keep the public’s trust," Cahill said.
"It is my hope that we will further examine ways to improve both our procedures and the public’s perception of the Legislature," Assemblymember Cahill noted. "The standing committee process and possible member sanctions for breaches of House rules in terms of attendance and otherwise are important areas for continued discussion," he concluded.
