Assemblymember Kevin Cahill (D- Ulster/Dutchess) announced that the Home Energy Assistance Program (HEAP) will re-open on November 2, 2009. HEAP makes funding available for grants and weatherization services to help Seniors and working families with their heating bills.
Many people are having trouble making ends meet in this difficult economy; it is important that they know that programs like HEAP are available to help bridge the gap,” said Assemblymember Cahill. “Working families, Seniors and people with disabilities should not be forced to choose between heating their homes and putting food on the table or paying for prescriptions, especially when New York State has the resources to step in and provide relief.”
HEAP is a federally-funded energy assistance program. New York's grant is allocated through the Office of Temporary and Disability Assistance for a heating benefit program, the State Division of Housing and Community Renewal for weatherization activities and the State Office for the Aging for outreach and referral activities. Local social service departments are responsible for receiving and processing applications. HEAP benefits are targeted for seniors, households with children under the age of six, persons with disabilities and families and individuals who meet defined income criteria.
HEAP will be open to the public beginning November 2, 2009. Those who are currently in receipt of temporary assistance will be automatically enrolled into the program. Emergency HEAP is also available for situations related to electrical, natural gas and fuel oil. Issues such as utility shut-off, fuel scarcity and inoperable heating equipment are addressed with these funds.
