Chair, Insurance Committee
Statement by Assemblyman Kevin Cahill on the Passing of Thomas Roach
March 7, 2013
In the modern history of Ulster County government, there was no individual with more compassion, practical know how and political skill than Thomas Roach, former Chair of the Ulster County Legislature and retired Commissioner of the Ulster County Department of Social Services. Tom constantly sought ways to help the poor in our community lift themselves up by their bootstraps, providing shelter for the homeless, comfort for the sick and nourishment for the hungry, all while assuring their dignity. His leadership in transforming the county legislature to a modern governing body and later, in literally building the social safety net in our county, is unparalleled.
At a time of life when others would have enjoyed retirement, Tom started anew one more time by dedicating himself to helping child victims of domestic violence across New York State as the long time director of the William B. Hoyt Children and Family Trust Fund. Just as he did here at home, Tom developed a reputation in Albany as a caring, dedicated and tenacious protector of children in their greatest moments of distress.
Personally, Tom was a good friend and provided wise counsel to me and others without regard to political affiliation, so long as it was to help those in need.
I join our community in mourning the loss of this irreplaceable leader and extend my sincere condolences to his wife Audrey and their family.
