Butler Touts Save-NY As A Step In The Right Direction
Civil Confinement a Must for New York

Assemblyman Marc Butler (R,C,I-Newport) joined his Assembly minority colleagues earlier this week in unveiling the SAVE-NY Task Force report. The legislative package is designed, in part, by Butler, and contains numerous bills and proposals aimed at keeping violent sexual predators off of New York’s streets and out of its neighborhoods.

“My main focus is to protect and serve the people of New York,” said Butler. “I am particularly pleased with my colleagues for creating such a comprehensive legislative package, but we must enact meaningful civil confinement legislation now.”

The SAVE-NY package Assemblyman Butler is sponsoring would:

  • Clarify the role of law enforcement personnel posing as children in sting operations.
  • Limit plea bargaining for sex offenders to eliminate the option of pleading to a nonsexual offense.
  • Eliminate the statute of limitations for the most violent sex crimes.
  • Allow parents to monitor children’s activities on the phone to prevent abuse.
  • Increase penalties for public lewdness.
  • Increase the penalty for offenders who fail to register on the state Sex Offender Registry from a misdemeanor to a felony.
  • Prohibit sex offenders from working with children.
  • Prohibit sex offenders from living near schools and day care facilities.
  • Double the prison sentences for offenses committed near school grounds.
  • Require the dissemination of information about Level 2 and 3 offenders to vulnerable populations.

“I pledge to all New Yorkers that I will continue fighting for them until there is civil confinement legislation on the books,” concluded Butler. “This isn’t about politics, it’s about saving lives.”
