All of us have been under considerable pressure, and the economic slump has been a big test for us both individually and as a state. Considering how hard each of you work, you deserve no less than a budget that outlines clear paths to mandate relief and economic growth and that protects our most vulnerable.
With just a few days left of budget negotiations, I would say that many significant items are left undone. I have heard multiple times from Gov. Cuomo that upstate matters, but have seen little in the budget that would actually support the governor’s assertions.
First and foremost, the budget must deliver meaningful unfunded mandate relief. An aggressive relief plan for our local schools and governments can free up revenue for community development, increased educational opportunities and property tax relief for homeowners and small-business owners. Albany’s unfunded mandates, while initially well intended, have detracted funds and focus from our local governments’ ability to serve our communities.
Secondly, considering the great need for job and income growth, the budget must outline a clear plan that will kick-start our economy. Right now, the budget is clear on its large spending but offers little information on where or how these funds will be spent. I am in agreement about the need to develop innovation hot spots, among other proposals, but $5 million in cuts to local farm aid, an uncertain plan to build casinos across the state and an increasingly top-down approach to economic development leave me with great concerns.
Lastly, what kind of message is our state sending to our vulnerable with the governor’s six percent cut to services to those with developmental disabilities? It is our duty to be not only good stewards of public dollars but also of each other; we cannot forget our responsibility to care for the vulnerable in these difficult times.
We have made so much progress in the last few years, and we cannot revert back to Albany’s old ways where taxpayers were left underserved and overburdened by state spending. I will be working diligently with my colleagues to make this budget more effective at serving you and your needs.
