"There is nothing in this bill that prohibits a mortgage company or a car-leasing company from changing their contracts to comport with New York State Law. This is done almost daily, so, you know,  that whole argument about not being able to take out a mortgage or rent a car in New York State, in my mind, is not rational to say the least," said Assemblyman Matthew Titone, who voted in favor of legislation which will limit the use of contract provisions which are neither negotiated nor bargained.
