"I think this is a very important bill, especially for Upstate New York. We have a crisis when it comes to filling bus drivers. We have a crisis when it comes to hiring mechanics. They cannot get people to accept these jobs. The pay scale is far below of what it is in the private sector," said Assemblyman Michael Kearns, who voted for legislation that requires the four Upstate New York transit authorities and their employees to submit all unresolvable contract negotiations to binding arbitration.
