"Those that are forced into labor, you had said, are just harder to detect. Could you give us some recommendations, given your experience, how we can really identify those traffickers, not the victims, those individuals that we really need to prosecute?" asked Assembly Member Michele Titus, Chair of the Committee on Labor, questioning Thomas Zugibe, President of the District Attorneys Association, at the Public Hearing on Human Trafficking to assess the services available to victims.
