Assemblywoman Titus Fights for Expansion of Child Health Plus
State budget ensures access to health care for every child in New York

An important component to improving our health care is the expansion of health insurance coverage to the uninsured, especially children. The Assembly is committed to the idea that every child in the state has access to quality, affordable health insurance.

That’s why I fought for $25 million to fully fund an expansion of the Child Health Plus insurance program from 250 to 400 percent of the federal poverty level. This will provide all of New York’s children with access to affordable health care at no cost to New York City.

Unfortunately, last year the Bush Administration irresponsibly rejected this proposed expansion, and, as a result, there was no federal funding available to implement these important changes. But we decided that the Bush Administration’s shortsightedness wouldn’t stand in the way of the health of our children. Our action ensures that each of New York’s 400,000 uninsured children is able get the health care they need and deserve.

The state budget includes new important programs for all, including—

checkmark Primary and Preventative Care—Medicaid payments will increase for community health centers, physician, dentists, and other office-based care, school health centers, family planning clinics, hospital outpatient clinics and others. Payments will be based on the degree of services provided instead of a flat rate per visit.

checkmark

Rx discount card—There will be a new prescription drug discount card for people who have a serious disability or are 50 to 64 years old. The discounts will come from the state using its bargaining clout with drug companies not taxpayers dollars. This is a significant first step however millions of people remain illegible. Limiting the number of participants also limits the state’s bargaining power to get bigger discounts. I will continue to fight to get this program expanded. The new program uses the EPIC eligibility standard: income up to $35,000 for an unmarried person and up to $50,000 for a married household.
