Dear Brooklyn Residents,

As the winter weather and cold temperatures are in full swing this month, I want to ensure that all tenants receive vital services and that your families stay warm this winter.

For those who meet certain guidelines, the Home Energy Assistance Program (HEAP) is available to help homeowners and renters pay their utility or heating bills. I also want to hear tenant concerns on heat and apartment conditions to ensure a better quality of life. This will help us work together to determine if Brooklyn landlords have been in full compliance with all the laws and housing regulations. All responses are confidential and will help ensure our loved ones are safe and warm this winter.

Regular HEAP season is now open and is scheduled to run until March 15, 2016. The HEAP benefit is based on income, household size, primary heating source, and whether a member of the household is under the age of 6, over the age of 60, or permanently disabled.

Emergency HEAP is also open and is scheduled to close March 15, 2016. HEAP emergency benefits provide additional assistance to:

  • households whose utility service is scheduled for shut off or has been shut off; OR
  • households that have less than one-quarter tank of oil, kerosene, or propane or less than a 10-day supply of other deliverable fuel

Heating Equipment Repair or Replacement (HERR) is also available for repairing or replacing any damaged or non-functioning equipment. Benefit amounts are based on the actual cost incurred to replace or repair the applicant's furnace, boiler, and/or other essential heating equipment, up to a maximum of $6,500.
