The budget:

	Expands health care coverage to New York’s 400,000 uninsured children by expanding eligibility for the Child Health Plus insurance program

	Restores $605,000 in funding to area hospitals, including Cortland Regional Medical Center...$393,000 Cayuga Medical Center at Ithaca...$212,000

	Restores $1.7 million in funding to area nursing homes, including Cortland Regional Medical Center Nursing Facility...$217,000 Cortland Care Center...$233,000 Northwoods Rehabilitation and Extended Care Facility–Cortland...$362,000 Groton Community Health Care Center Residential Care Facility...$129,000 Lakeside Nursing Home, Inc...$488,000 Oak Hill Manor Nursing Home...$74,000 Reconstruction Home, Inc...$126,000 Kendal at Ithaca...$92,000

	Restructures Medicaid and eliminates waste, so Medicaid dollars are spent on Medicaid recipients, not on fraudulent claims for unnecessary services—or services never rendered

	Creates the New York State False Claims Act—providing whistleblowers with an incentive to root out fraud—and strengthens the office of Medicaid Inspector General by adding more auditors
