Provide Education Grants: For business owners and
employees for courses necessary to support and operate
their businesses.
Manufacturer’s State Tax Credit: Create a
state tax credit for manufacturers equal to 2.5 percent
of each new employee’s salary.
Industrial Development Agency Reform: Provide
greater transparency, oversight and increased public
participation when taxpayer money is used for economic
development, and subject IDA projects to prevailing wage
labor laws.

SUPPORTING SMALL BUSINESSES
Increase Main Street Revitalization: Provide
grants to upgrade and renovate downtown and main street
building facades.
Small Business Health Insurance Tax Credit: Give
business income tax credits to small-business owners who
provide health insurance to their employees.
Small Business Training Tax Credit: Make available
a tax credit equal to the amount expended by businesses
that provide job training to upgrade, retain or improve
the productivity or skill level of their employees.

PROMOTING TOURISM
Hunting and Fishing Task Force: As a member
of the Assembly minority conference’s Hunting and Fishing
Task Force, Assemblyman Finch is developing legislation
and making recommendations based on information gathered
from anglers and hunters at public forums to promote New
York’s hunting and fishing industries.
Waterfront Development: Provide funding for the
development of waterfront areas vital to the economic and
social lives of the communities they serve.

CUTTING TAXES & MANDATES
Provide Tax Credits for Job Retention: Offer
Empire Zone-style tax credits to businesses that maintain
current employment levels.
Medicaid Reform: Assemblyman Finch wants to
reform New York’s wasteful Medicaid program, saving
property owners up to 10 percent of the $45 billion
annual program cost.
Provide Small Businesses with Energy Tax Reductions.
