Helping business to invest
  • Cut business taxes by $150 million through reductions in the corporate franchise, banking, insurance, s-corp, utilities and telecommunications taxes.

  • Combat rising energy prices by providing a Small Business Energy Tax Reduction.

  • Establish the college-to-work program, providing a tax credit for companies that pay college tuition on behalf of an individual.

  • Reward businesses that invest in their employees by creating a tax credit for small businesses that provide on-the-job training to employees.

  • Allow companies that have conducted Research & Development in the state to continue to receive tax benefits when they move into actual manufacturing.

  • Establish a special license to sell and ship New York wine and other state agricultural products in gift baskets.

  • Extend the Basic STAR Program to small businesses to reduce their property taxes.

  • Establish a High-Tech Manufacturing Job Training Program for community colleges to re-train displaced workers and provide 50 percent tuition reimbursement for participating students.

  • Create a partnership between community colleges and BOCES through a High-Tech Manufacturing Job Training Program.

  • Rename BOCES educational programs as Quest Schools with the goal of marketing these programs in a positive image, thereby encouraging additional students to consider pursuit of these career paths.
