14 years after civil confinement was first introduced by the Assembly Minority, Assemblyman Steve Hawley fought to secure the bill’s passage and protect children and families from the most dangerous sexual predators. Included in the civil confinement law are provisions to:

  • Provide for indefinite civil confinement in secure treatment facilities for the most dangerous sexual predators

  • Create special screening panels and give judges the discretion to keep the worst predators confined

  • Toughen penalties to keep sexual predators locked up longer and increase periods of supervision if paroled

  • Broaden sex crimes by creating the new crime of "sexually motivated felony"

  • Establish a state Office of Sex Offender Management to keep track of sexual predators, help victims, and protect the public

  • Mandate fixed sentencing, without parole, for sex offenders.
