LEGISLATIVE ACTION
The Legislature provides $188,888,602 on an All Funds basis, an
increase of $15,971,602 from the Executive budget submission. These
additions reflect enhancements to the State`s programs for the
elderly.
Legislative Changes
The Legislature provides a total of $9,971,602 in additional local
assistance funding in the State Office for the Aging. In particular,
the Legislature adds $1,000,000 for the Social Model Adult Day
Services Program, as well as $1,000,000 for the Supplemental Nutrition
Assistance Program (SNAP). The Legislature also adds an $900,000 for
the Community Services for the Elderly (CSE) program and $400,000 for
the Expanded In-Home Services for the Elderly Program (EISEP).
In addition, the Legislature provides $750,000 in new funding for
senior center renovation projects, as well as $438,000 in additional
funding for the Long-Term Care Ombudsman Program. The Legislature
further provides $200,000 for the Elder Abuse Education and Outreach
Program and $500,000 for the Congregate Services Initiative (CSI)
Program. The Legislature also provides $200,000 for the State
University of New York at Stony Brook to study the future service
needs of the elderly, as well as $750,000 for other senior
initiatives.
Of major interest to the senior community, although not administered
by the State Office for the Aging, is the expansion of the Elderly
Pharmaceutical Insurance Coverage (EPIC) program. The Legislature
provides $55,400,000 in additional funding in SFY 2000-2001 to support
the expansion of the EPIC program, effective January 1, 2001.
Outreach activities, the dissemination of information, as well as the
availability of applications for the expanded EPIC program, are to
commence on October 1, 2000. When fully implemented, the EPIC program
will cost an additional $180,000,000.
The Legislature`s EPIC expansion program increases income eligibility
to $35,000 for singles and $50,000 for married couples. In addition,
the EPIC expansion reduces annual fees and co-payments by 20 percent
and reduces co-pay thresholds by 5 percent. The EPIC expansion also
reduces the number of co-payments from five to four. Additionally,
the EPIC expansion simplifies the program structure by limiting the
fee plan to incomes up to $20,000 for singles and $26,000 for married
couples and by providing that eligible persons with incomes over these
amounts will be in the deductible plan.
Article VII
The Legislature amends the Executive Law to award grants to not-for-
profit or local government operated social adult day care programs for
functionally impaired elderly persons.
