LEGISLATIVE ACTION
The Legislature provides $31,965,000 in additional General Fund
support for the 2000-01 Academic Year for the State University of New
York (SUNY) state operated campuses, community colleges and system
wide programs. The Legislature provides $17,200,000 in Academic Year
support for community college base aid. This additional support
increases base aid from $2,125 to $2,250 per full-time equivalent
student, and raises average State support to approximately 31.4
percent for community colleges. This additional funding will provide
greater financial stability for community colleges and mitigate the
need for tuition increases. Funding of $3,100,000 is provided for the
1999-00 chargeback costs of the Fashion Institute of Technology.
In addition, the Legislature provides $4,220,000 in Academic Year
support for additional faculty lines at community colleges. A
$4,400,00 million increase above the Executive in faculty lines for
the SUNY state operated campuses is provided through the reprogramming
of $1,000,000 of the $5,000,000 SUNY Central Administration mission
review initiative and directing $3,400,000 of the $46,300,000 SUNY
lump sum appropriation. The Legislature includes $1,980,000 for the
operation of child care centers at all campuses to serve student-
parents and their children. Funding for Cornell Cooperative Extension
is increased $500,000. Additional funding of $2,743,000 is provided
for the Educational Opportunity Program. The Legislature provides
$1,000,000 for Academic Achievement Scholarships that will be awarded
to 2,500 juniors and 2,500 seniors with the highest grade point
average in attendance at SUNY.
The Legislature is also providing $1,000,000 for contract courses at
SUNY community colleges and $500,000 to establish a Marine Disease and
Pathology Research Consortium in Long Island. The Legislature
approved a suballocation of $500,000 from the Conservation Fund - 302,
Marine Resources Account for services and expenses of the Marine
Science Research Center at SUNY Stony Brook in addition to the
$500,000 provided in General Fund support. The Legislature approved
programmatic language to create the Marine Disease and Pathology
Research Consortium at the Marine Science Research Center at SUNY
Stony Brook. The purpose of the consortium is to ensure the health,
safety, sustainability and economic viability of New York marine
resources. The research program for the consortium will be developed
collaboratively by Stony Brook, Long Island University and the New
York Sea Grant Institute.
The Legislature provides a Special Revenue-Other (SRO) increase of
$10,000,000 for the SUNY Dormitory Reimbursable account to allow
campuses to utilize additional room rental revenues. In addition, the
Legislature increases SRO appropriations for the Student Tuition
Reimbursement Account by $21,000,000 and the SUNY Stabilization
Account by $12,000,000.
The Legislature approves the Executive request of $8,860,900 for the
purposes of priority needs of the SUNY Board of Trustees which
includes funding to support the following recurring projects:
-- Albany Thin Film Project (with Stony Brook) $1,000,000
-- University Colleges of Technology (UCT) Strategic Plan $900,000
-- Maritime Transition Plan $1,000,000
-- University Professors $506,200
-- Audit and Legal Consulting Services $695,000
-- SUNY Card Implementation $150,000
-- College Vue (admissions CD) $122,000
The Legislature approved moving the funding and operational authority
for the Center for Technology and Government from SUNY University Wide
Program to the SUNY Albany campus.
The Legislature includes language requiring SUNY Central
Administration to notify the Legislature and other interested parties
of Budget Allocation Program (BAP) disbursements to SUNY campuses five
days prior to Board action. SUNY Administration will also be required
to provide notice of each allocation of its mission review to the
Legislature, Comptroller and Director of the Budget within five days
of such allocation.
The Legislature directs the SUNY Chancellor in consultation with the
President of the Higher Education Services Corporation to develop and
submit a plan regarding the establishment of a pilot program for a
Tuition Assistance Program (TAP) for part-time students at SUNY. The
plan shall be submitted to the Legislature and the Division of Budget
no later than December 1, 2000.
Legislative Reductions
The Legislature rejects the Executive proposal to transfer $275,000
for the Charter School Institute from the State Education Department
to SUNY.
Article VII
The Legislature rejects the Governor`s proposal to allow the SUNY
Board of Trustees to establish campus based graduate and professional
tuition rates.
The Legislature provides Article VII language to establish the
"Academic Achievement Scholarships." These scholarships will be
awarded to 2,500 juniors and 2,500 seniors who have the highest
cumulative grade point averages. Each student must have at least a
3.5 grade point average and the language stipulates that no campus
shall receive more than its percentage of juniors and seniors over the
entire SUNY population of juniors and seniors. Language provisions
are included to ensure that the scholarships do not reduce any need
based financial aid awards.
