     Staff provides help in setting up a planning program, including providing guidance or sources of information,

     planning elements as they are developed by others, and to coordinate review of elements for Agency approval.

     Provide dog licensing forms and conduct annual inspections for mandated dog control officers and shelters. 

Comments:

     Although dog control and identification is primarily a local function, Article 7 of the Agriculture and Markets
     Law empowers the Department of Agriculture and Markets to set standards for the humane care of seized dogs,
     inspect municipal shelters, and train and assist enforcement officers.  Article 7 does not apply to New York
     City, which has a separate dog control law.  Under Article 7, the Department of Agriculture and Markets
     provides the following technical assistance to the 1,043 municipalities which issue dog licenses in the State: 
     (1) Inspection of municipal shelters and establishment of standards for the care of seized dogs; (2) Municipal
     compliance inspections for record-keeping, licensing enforcement, procedures for handling dangerous dogs, and
     procedures and methods of euthanasia; (3) Receipt and accounting for license fees and tag replacement fees,
     (4) Assisting and training municipal dog control officials; (5) Maintaining a central registry file of all identified
     dogs, and a computer listing of dog owners; (6) Mailing pre-printed dog license renewal application forms
     directly to all dog owners throughout the State (excluding New York City); and (7) Supplying town clerks and
     other local dog control officers with miscellaneous forms required for enforcement of Article 7.

Eligibility:  For prevention initiatives, State, County or Local law enforcement agencies (including district attorney 
     offices), in consortium with local educational or non-profit community based agencies.  Applicants for the
     revolving loan fund, administered by a TFIP contract agency, must be not-for-profit residential programs of
     no less than six recovering alcoholic and/or substance abusers.

Type of Program and Special Restrictions:   Optional, but once chosen subject to mandated Federal     
     requirements.  Prevention initiative funds can only be used for prevention services that conform to Request for
     Application (RFA) requirements; terms and conditions of the Federal Safe and Drug-Free Schools and
     Communities Act; are targeted at school-aged youth at risk of abuse of alcohol and other drug abuse; and
     cannot be used for treatment services.  Revolving loan funds are limited to no more than $4,000 per house and
     must be repaid within two years.

Action Required to Receive Aid:  For prevention initiatives, a competitive application for aid is required;   
     submitted in response to a RFA from the TFIP.  The revolving loan fund is administered for the TFIP by a
     contractor selected via a competitive application process.

Description of Aid:

     Flow of Funds:  For prevention initiatives:  Federal to State to Awardees.  NYS OASAS, on behalf of the TFIP, 
       enters into direct contractual arrangements with the awardee.  Monies are provided partially as an advance and
       partially as a reimbursement for approved costs.  The revolving loan fund was initially funded by a State
       appropriation of Federal monies, and is currently funded from the repayment of previously approved loans. 
       Funds flow from the TFIP contractor administering the loan fund.
     Type of Aid:  For prevention initiatives, funding is for a one year project grant only.
