Budget Highlights |
The Department of Mental Hygiene is comprised of the Office of Mental Health (OMH), the Office of Mental Retardation and Developmental Disabilities (OMRDD), and the Office of Alcoholism and Substance Abuse Services (OASAS). All three agencies earn revenue as direct providers of service in State-operated mental hygiene facilities from Medicaid, Medicare, third-party insurance, and private payers. The revenue is first used to pay the debt service on outstanding mental hygiene bonds. The funds remaining after the payment of debt service are deposited in the Patient Income Account (PIA) to help pay the cost of patient care. State Operations The Executive recommends a Special Revenue Fund-Other appropriation of $300,000,000 reflecting an increase of $45,000,000 or 17.6 percent in the PIA. The anticipated increase in PIA revenue would be derived from two sources: an anticipated increase in federal Medicaid reimbursement, resulting from a greater Federal share of Medicaid, and the elimination of the debt service reserve fund now required as part the bond agreement on outstanding mental hygiene bonds. The elimination of the debt service reserve fund is part of a proposed refinancing and would provide a one-time revenue source for the PIA. The anticipation of an increase in federal Medicaid reimbursement from a greater federal Medicaid share appears inconsistent with related fiscal assumptions upon the Department of Health Medicaid program budget proposal is premised. The additional PIA funds would be appropriated to the Department of Mental Hygiene for distribution to the three mental hygiene agencies. This agency is found in the Health and Mental Hygiene appropriation bill. |
