NYS Energy Research and Development Authority

The New York State Energy Research and Development Authority (NYSERDA), as administrator of New York Energy $mart programs, is seeking applications for Energy Feasibility, Energy Operations Management and Rate Analysis and Aggregation studies. Energy Feasibility Studies offer technical assistance to identify energy efficiency improvements as well as guidance with process improvements, waste minimization opportunities, and improved environmental performance through capital improvements. Energy Operations Management includes developing energy operational procedures, energy planning, facility staff outreach and training programs, and commissioning of existing systems. Rate Analysis and Aggregation helps electric customers analyze electric rates, load shapes, and aggregation opportunities to save money.
ELIGIBILITY: NYSERDA is particularly interested in working with industrial and commercial facilities, state and local government, non-profit and private institutions, public and private K-12 schools, colleges and universities, multifamily buildings, and health care facilities.
Eligible participants are New York State electric distribution system customers of Central Hudson Gas & Electric Corp., Consolidated Edison Co. of New York, Inc., New York State Electric and Gas Corp., Niagara Mohawk Power Corporation, and Orange and Rockland Utilities, Inc.
FUNDING: NYSERDA will cost-share up to $50,000 on selected Technical Assistance Studies.

Youthbuild Grants

U.S. Department of Housing and Urban Development

The United States Department of Housing and Urban Development is accepting applications for the Youthbuild program, which helps disadvantaged youth finish high school and obtain job training by rehabilitating and building housing for low-income and homeless individuals. Projects must serve very low-income high school dropouts between the ages of 16 and 24.
ELIGIBILITY: Public and private non-profit agencies, state and local housing agencies and authorities, state and local governments and other organizations eligible to provide education and job training under federal employment training programs are eligible.
FUNDING: $52.9 million is available.

U.S. Department of Health and Human Services

The United States Department of Health and Human Services is accepting applications for fiscal year 2001 Health Disparities Grants in Minority Health. The purpose of the program is to reduce health disparities among racial and ethnic populations through local pilot and small-scale projects which address a demonstrated health problem or health-related issue.
This program is intended to demonstrate the merit of using local organizations to develop, implement and conduct pilot or small-scale community-based projects which address a wide range of health problems and issues related to health disparities in local minority communities.
ELIGIBILITY: Applicants must be a private non-profit, minority or public community-based organization which addresses health and human services, a Historically Black College or University, Hispanic Serving Institution, or Tribal College or University.
FUNDING: About $1 million is expected to be available to fund between 20 and 30 awards.

U.S. Department of Health and Human Services

The United States Department of Health and Human Services is accepting applications for the Bilingual/Bicultural Service Demonstration Program. The purpose of the program is to:

• Improve and expand the capacity for linguistic and cultural competence of health care professionals and paraprofessionals working with limited-English-proficient (LEP) minority communities; and
• Improve the accessibility and utilization of health care services among the LEP minority populations.

• Address cultural and linguistic barriers to effective health care service delivery; and
• Increase access to effective health care for LEP minorities living in the United States.

U. S. Department of Agriculture

The United States Department of Agriculture, Rural Housing Service, has announced the availability of funds through its Community Facilities grant program. The purpose of the program is to develop essential community facilities in rural communities with extreme high unemployment and severe economic depression. Funding is also available for community planning and implementation related to these essential community facilities.
Funding is intended to complement rather than compete with other credit sources.
ELIGIBILITY: Grants are made available to public entities, such as municipalities, counties, and special-service districts, as well as to eligible non-profit corporations and tribal governments.
FUNDING: $47.5 million.
DEADLINE: Applications may be submitted at any time until funds are exhausted.
