    Learning Technology Grant Program

    NYS Department of Education

    The New York State Department of Education is accepting applications for the Learning Technology Grant Program. The purpose of the program is to support the development and implementation of collaborative learning technology projects to improve teaching and learning. The context for these proposals should be consistent with the Board of Regents policy on curriculum and assessment to raise standards for all students in New York state.
    ELIGIBILITY: School districts, boards of cooperative educational services (BOCES) and consortia of these are eligible to apply. Nonpublic schools can benefit from partnership with public schools pursuant to the regulations promulgated by the Commissioner of Education.
    FUNDING: $3.29 million is expected to be available.
    DEADLINE: September 22, 2001.

    Charter Schools Stimulus Fund

    NYS Department of Education

    The New York State Department of Education is accepting applications for grants under the Charter Schools Stimulus Fund. Funding is available for start-up and facilities grants for potential charter school applicants, charter school applicants, and charter schools. Start-up grants are for costs associated with the development and submission of an application to establish a charter school. Facilities grants will cover costs associated with the acquisition, renovation, or construction of school facilities.
    ELIGIBILITY: Potential charter school applicants, charter school applicants, and charter schools are eligible.
    FUNDING: A total of $620,500 is available.
    DEADLINE: December 31, 2001.

    State Agricultural and Farmland Protection Implementation Program

    NYS Department of Agriculture and Markets

    The New York State Department of Agriculture and Markets announces the availability of funds for farmland protection activities. Priority will be given to projects intended to preserve viable agricultural land; that are in areas facing significant development pressure; and that serve as a buffer for a significant natural public resource containing important ecosystem or habitat characteristics.
    ELIGIBILITY: County agricultural and farmland protection boards in counties with a farmland protection plan approved by the Commissioner of Agriculture and Markets or other municipalities which have in place a local farmland protection plan may apply.
    FUNDING: State funds may not exceed 75 percent of the total project cost.
    DEADLINE: September 14, 2001.

    Solar Electric and Wind Technology Product Development

    NYS Energy Research and Development Authority (NYSERDA)

    The New York State Energy Research and Development Authority (NYSERDA) is seeking proposals to develop, improve, or commercialize innovative solar electric or wind products or their manufacturing methods.
    ELIGIBILITY: Eligible solar electric technologies include: photovoltaics and solar thermal electric systems, components of these systems, and products that incorporate photovoltaics. Eligible wind technologies include wind energy conversion devices, components, and products that support wind energy systems and power plants. Proposers must demonstrate their intention to manufacture the product in New York state.
    FUNDING: A total of $750,000 is available for awards up to $250,000 per project. Projects must be at least 50 percent cost-shared.
    DEADLINE: Optional pre-proposals are due August 30, 2001. Full proposals are due October 31, 2001.

    HIV Prevention and Primary Care Services for Substance Users

    NYS Department of Health

    The New York State Department of Health, AIDS Institute is accepting applications for funding under the HIV Prevention and Primary Care Services for Substance Users Who Are In or Out of Treatment program. HIV prevention and primary care services include outreach, counseling and testing, risk reduction education, supportive counseling, case management, transitional case management and primary care for substance users who are in or out of drug treatment.
    ELIGIBILITY: Non-profit drug treatment programs licensed by the NYS Office for Alcoholism and Substance Abuse Services, other community-based organizations and community-based organizations experienced in working with intravenous drug users are eligible.
    FUNDING: Ranges vary by component.

    HIV Services for Communities of Color

    NYS Department of Health

    The New York State Department of Health, AIDS Institute announces the availability of federal funds to enhance the provision of and access to HIV prevention services and HIV early intervention and treatment for Communities of Color. The purpose of the program is to:
    • increase the availability of science/evidence-based, culturally competent, and linguistically appropriate prevention interventions that meet the needs of underserved areas/populations in New York state;
    • identify individuals who are HIV-infected/at-risk and are not accessing HIV-related services;
    • improve participation of HIV-infected/at-risk individuals in targeted prevention interventions, health care and supportive services; and
    • provide specific prevention interventions and messages for individuals/groups not reached by traditional programs.
    Funds are available in three service areas: Component A: Prevention Services for Heterosexual Men of Color in areas of this state outside of New York City; Component B: Prevention Services for Young Women of Color in areas of this state outside of New York City; and Component C: Intensive Outreach and Prevention Services and Linkage to Health Care and Supportive Services for Young Men of Color Who Have Sex with Men.
    ELIGIBILITY: Private, non-profit, community-based organizations with experience providing HIV services to communities of color and underserved populations are eligible. Preference will be given to minority community-based organizations whose board of directors and staff, including senior management, are representative of the racial/ethnic populations they serve and propose to reach in their submission. For Components A and B, only organizations located in and providing HIV prevention services in areas outside of New York City are eligible.
    FUNDING: A total of $975,000 is available to fund awards ranging from $130,000 - $170,000. Under Component C, one additional award will be made of up to $75,000. Funds for this program were provided by the Centers for Disease Control and Prevention and Ryan White Title II funds.

    Tech-Prep Demonstration Program (TPDP)

    U.S. Department of Education

    The United States Department of Education, Office of Vocational and Adult Education is accepting applications for the Tech-Prep Demonstration Program (TPDP). The program provides funds for eligible consortia to carry out tech-prep education projects that involve the location of a secondary school on the site of a community college, a business as a member of the consortium, and the voluntary participation of secondary school students.
    Projects will enable students to take advantage of the advanced technology, quality skill training facilities, rich curriculum, career guidance and academic counseling services, employer connections, and preparation for further education and lifelong learning.
    ELIGIBILITY: To be eligible, a consortium must include at least one member in each of the following three categories:
    1. a local educational agency, an intermediate educational agency, an area vocational and technical education school serving secondary school students, or a secondary school funded by the Bureau of Indian Affairs;
    2. a)a non-profit institution of higher education that offers a 2-year associate degree, 2-year certificate, or 2-year postsecondary apprenticeship program, or b) a proprietary institution of higher education that offers a 2-year associate degree program; and
    3. a business.
    FUNDING: The estimated range of awards is $400,000 to $600,000 for a 36-month project period.

    Science to Achieve Results (STAR) Program – Investigator-Initiated Grants

    U.S. Environmental Protection Agency

    The United States Environmental Protection Agency (EPA) invites research grant applications in the following areas: Issues in Human Health Risk Assessment: Novel Mechanistic Approaches in Human Health Risk Assessment; Health Effects of Chemical Contaminants in Drinking Water; and Microbial Risk in Drinking Water. Grants will be awarded competitively following peer review.
    ELIGIBILITY: Academic and non-profit institutions in the U.S. and state and local governments are eligible. Profit-making firms, federal agencies and national laboratories funded by federal agencies are not eligible for funds. FUNDING: Issues in Human Health Risk Assessment: Novel Mechanistic Approaches in Human Health Risk Assessment – Up to $6 million is expected, with an award range of $200,000 to $300,000. Health Effects of Chemical Contaminants in Drinking Water – Approximately $3 million is expected, with an award limit of $175,000. Microbial Risk in Drinking Water – Approximately $3 million is expected, with awards up to $175,000 for development of indices or classification schemes and up to $400,000 for epidemiological investigations.

    The YWCA of Rochester is hosting the Grantsmanship Training Program, September 10-14, 2001. The five-day program is geared towards individuals in the non-profit community and government agencies. The class is kept to a maximum of 26 participants and costs $675 ($625 for each additional registrant from the same agency).

    SUNY College at Brockport

    SUNY Brockport is offering a 2-day grant writing workshop October 6 and 13, 2001 from 8:30 a.m. – 4:00 p.m. Continuing education credits and a certificate will be issued. The $150 fee includes training, course materials and editing assistance for one proposal submitted by participants after the class.
