Department of Environmental Conservation
The NYS Department of Environmental Conservation announces the availability of funds for Water Quality Management proposals that promote regional comprehensive water quality management planning activities as described in Section 604(b) of the federal Clean Water Act. The funds are a direct result of President Obama signing into law the American Recovery and Reinvestment Act (ARRA). The ARRA provides $1.7 million to New York State for planning activities associated with Green Infrastructure, Total Maximum Daily Loads (TMDLs), Phase II Stormwater for Municipal Separate Storm Sewer Systems (MS4s) and Water Quality Management. The grants will fund up to 100 percent of the total project cost. The funding is for projects that are ready to proceed immediately. ELIGIBILITY: Eligible applicants include regional public comprehensive planning organizations and interstate planning organizations working within New York State.
FUNDING: Grants will be available for up to 100 percent of the total eligible project costs.

Office of the Attorney General
The New York State Attorney General’s Office (OAG) invites eligible organizations to submit applications for Student Empowerment Grants. The OAG is awarding these grants through a competitive process to fund the projects described below. Eligible applicants are invited to submit applications for one or both of the following projects. The first project is a Web-based, Live-Operator Staffed Student Loan Center in which a grant will be provided for the development and implementation of a free Web-based, live-operator staffed Student Loan Center for use by students, graduates and parents throughout the United States (the Student Loan Center). The Student Loan Center will provide comprehensive information concerning how to minimize student loan debt, how to choose the best student loan options, and assistance for distressed borrowers. The second project will be a Public Service Announcement Campaign. A grant will be provided for the development and implementation of a national public service announcement campaign that will provide consumer education about financing higher education. The campaign will also generate awareness of and interest in the Student Loan Center.
ELIGIBILITY: Not-for profit organizations, charitable organizations, and New York State government entities.
FUNDING: The OAG anticipates awarding up to $13 million in grants.

Disability Advocacy Education Training
Commission on Quality of Care and Advocacy for Persons with Disabilities
The New York State Department of Health (DOH) announces the availability of funds to develop and operate regional osteoporosis resource centers. The DOH is seeking applications to support five regional centers statewide to provide leadership in the development and implementation of comprehensive programs of public and professional education regarding the prevention, diagnosis and treatment of osteoporosis. Each of the five centers will serve a designated region of the state. Eligible applicants must possess the ability to serve as a regional resource center partnership with an incorporated lead agency, as well as a demonstrated ability to create a regional capacity to accomplish the deliverables of this grant program. Public Housing Capital Recovery Grant Program
U.S. Department of Housing and Urban Development
The purpose of this program is to enable the Department of Housing and Urban Development (HUD) to provide funding for capital and management activities as authorized under section 9 of the 1937 Act in accordance with four funding categories: improvements addressing the needs of the elderly and/or persons with disabilities; public housing transformation; gap financing for projects that are stalled due to financing issues; and creation of energy efficient, green communities. HUD has structured each notice of funding availability category to target specific needs for capital funds. Appalachian Regional Commission
This grant is being offered by the Appalachian Regional Commission, which is a partnership that works for sustainable community and economic development in Appalachia. The purpose of this grant program is to assist communities in building a sustainable capacity to provide for improved community interventions and services addressing issues of illegal drugs and prescription drug abuse. Applicants with proposals related to new technologies are encouraged to seek partners to expand the scope and impact of their projects to meet the grant threshold. The Grantsmanship Training Program is coming to New York: Buffalo, September 21-25, 2009, hosted by the Salvation Army.
The classes will be conducted by The Grantsmanship Center and are kept at a maximum of 30 participants. The cost is $895, which includes one-year enrollment in the TGCI Membership Program. A limited number of half-tuition scholarships are available to agencies with annual budgets of less than $300,000.

and build partnerships with donors. This class is intended for fundraisers with some experience,
though not necessarily with foundations.
