  TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to imposing points on a person's license for being convicted of participating in speed contests and races   SUMMARY OF PROVISIONS: : Section 1 amends Section 1182 of the vehicle and traffic law by adding a new subdivision 3 which states that every person convicted of a violation of this section shall be subject to a penalty in the form of five points against such person's driver's license. Section 2 sets the effective date.   DIFFERENCE BETWEEN. ORIGINAL AND AMENDED VERSION (IF APPLICABLE): N/A   JUSTIFICATION: Illegal drag racing and speed contests continue to be a significant problem across New York State. In recent years, high profile incidents have resulted in significant injuries and fatalities to participants and innocent bystanders alike. In addition, these races often serve as the basis of illegal wagering between competing drivers which have the potential to become deadly. While such racing and speed contests are already against the law under New York's vehicle and traffic law § 1182, there is no additional point penalty for drivers convicted of such racing. This legislation would ensure that drivers convicted of illegal drag racing are subject to a penalty of five points against their driv- er's license.   PRIOR LEGISLATIVE HISTORY: 2019-20: A8840-Referred to Transportation 2021-22: A2643-Referred to Transportation   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None   EFFECTIVE DATE: This act shall take effect immediately on the first November succeeding the date which it shall have become law.

        AN ACT to amend the vehicle and traffic law,  in  relation  to  imposing
          points  on  a person's license for being convicted of participating in
          speed contests and races

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  This  act  shall  be  known and may be cited as the "drag
     2  racing and speeding enforcement act".
     3    § 2. Section 1182 of the vehicle and traffic law is amended by  adding
     4  a new subdivision 3 to read as follows:
     5    3. In addition to the fine and/or imprisonment imposed by subdivisions
     6  one  and  two  of this section, every person convicted of a violation of
     7  this section shall be subject to a penalty in the form  of  five  points
     8  against such person's drivers license.
     9    § 3. This act shall take effect on the first of November next succeed-
    10  ing the date on which it shall have become a law.
