  TITLE OF BILL: An act to amend the parks, recreation and historic preservation law, in relation to farmers' markets in state and local parks   PURPOSE: The purpose of this legislation is to increase the number of available locations for farmers' markets and increase New Yorker's access to locally grown and produced food.   SUMMARY OF PROVISIONS: Section 1 - 7,mends section 3.09 of the parks, recreation and historic preservation law by adding a new subdivision 24 which permits farmer's markets at state parks provided that .the market does not harm the natural environment or integrity of the park. Section 2 - Effective Date - Immediately.   JUSTIFICATION: New Yorkers are seeking more avenues to access farm fresh products at the same time farmers are seeking new markets to offer their products. One method to connect buyers with producers is through farmers' markets. Farmers' markets often struggle to find locations that accommodate both visitors and purveyors. This bill will provide a remedy to this problem by permitting the use of state parks as locations for the establishment of farmers' markets.   LEGISLATIVE HISTORY: 2021-2022: S5006 - Passed the Senate 2019-2020: S5322 - Passed the Senate   FISCAL IMPLICATIONS: None.

        AN ACT to amend the parks, recreation and historic preservation law,  in
          relation to farmers' markets in state and local parks
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 3.09 of the parks, recreation and historic  preser-
     2  vation  law,  is  amended  by  adding  a  new  subdivision 24 to read as
     3  follows:
     4    24. Encourage and promote farmers' markets which offer for  sale  farm
     5  and  food  products,  as  such  terms are defined in section two hundred
     6  sixty of the agriculture and markets law, at state parks when such farm-
     7  ers' market does not harm the natural environment or  integrity  of  the
     8  park.  Such promotion shall include but not be limited to:
     9    (a)   posting  information  on  the  office's  website  pertaining  to
    10  locations and times of operation for such farmers' markets held in state
    11  parks;
    12    (b) identifying opportunities to expand farmers' markets to additional
    13  state park locations; and
    14    (c) coordinating with other state agencies, including but not  limited
    15  to  empire  state  development  and  the  department  of agriculture and
    16  markets, to further the goals of this subdivision.
    17    § 2. This act shall take effect immediately.
