TITLE OF BILL:
An act to amend the environmental conservation law, in relation to the

PURPOSE OR GENERAL IDEA OF BILL:
The purpose of.this bill is to establish installation of trash capture
nets over storm drains and their like so as to limit refuse, pollutants
and garbage into our State's waters
 
SUMMARY OF SPECIFIC PROVISIONS:
The environmental conservation law is amended by adding a new section
17-0832 to read as follows: § 17-0832 requiring the additional require-
ment of implementing trash capture nets commercial grade, reusable,
open-meshed material as small as five millimeters in diameter designed
to capture pollutants and placed over catch basins, storm drains and or
any source emptying into a body of water, water way of the State so as
to capture and to retain garbage, refuse and any other item or debris.
 
JUSTIFICATION:
This bill is designed to promulgate the installation of netting a "trash
capture net" of a commercial grade, reusable, open-meshed material
designed to capture pollutants as small as five millimeters in diameter.
The "trash Capture Net" shall be placed over any outlet, catch basin,
storm drain and or any source emptying into a body of water, water way
of the State to capture and to retain garbage, refuse and any other item
or debris while allowing water to pass through with the debris removed
allowing for cleaner waters, free of refuse and pollutant, and other
debris. This simple and inexpensive measure will reduce the pollution of
our State's waters without increase cost to do so. It is a cost effec-

EFFECTIVE DATE:
This act shall take effect on the one hundred twentieth day after it
shall have become a law. Effective immediately the addition, amendment
and/or repeal of any rule or.regulation necessary for the. implementa-
tion of this act on its effective date are authorized to be made and
completed on or before such date.

AN ACT to amend the environmental conservation law, in relation to the

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The environmental conservation law is amended by adding a
2 new section 17-0832 to read as follows:

5 commissioner shall promulgate rules and regulations requiring the

9 purposes of this section, a "trash capture net" shall mean a commercial

11 small as five millimeters in diameter.
