  TITLE OF BILL: An act directing the New York state energy research and development authority to establish a rebate program for bikes with electric assist and scooters purchased for small businesses   PURPOSE: Directs the New York state energy research and development authority to establish a rebate program for bikes with electric assist and electric scooters purchased for small businesses.   SUMMARY OF PROVISIONS: Section 1 The New York state energy research and development authority (NYSERDA) is hereby directed to establish a program to permit class one, class two, and class three bicycles with an electric assist, and elec- tric scooters, to be eligible for a fifty percent rebate, provided such bicycle or scooter with an electric assist was purchased from a small business in New York state. Section 2 provides the effective date.   JUSTIFICATION: This legislation serves as a comprehensive approach to promoting sustainable transportation, supporting local businesses, and enhancing the overall well-being of New York State residents. It aligns with envi- ronmental goals. economic growth, and the needs of the community. This will encourage the use of electric bicycles and scooters to promote environmentally friendly modes of transportation. The legislation aims to bolster small businesses in New York State. By restricting the rebate eligibility to purchases from small businesses, it provides a financial incentive for consumers to support local businesses.   LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS:   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT directing the New York  state  energy  research  and  development
          authority to establish a rebate program for bikes with electric assist
          and scooters purchased for small businesses

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The New York state energy research and development authori-
     2  ty (NYSERDA) is hereby directed to establish a program to  permit  class
     3  one,  class  two,  and  class three bicycles with an electric assist, as
     4  defined in section 102-c of the vehicle and traffic  law,  and  electric
     5  scooters,  as defined in section 114-e of the vehicle and traffic law to
     6  be eligible for a fifty percent rebate, with a maximum rebate amount  of
     7  one thousand one hundred dollars ($1,100), provided such bicycle with an
     8  electric  assist  or  scooter was purchased from a small business in New
     9  York state. As used in this act, "small business" means a business which
    10  is resident in this state, independently owned and operated,  not  domi-
    11  nant in its field and employs twenty-five or less persons.
    12    § 2. This act shall take effect immediately.
