PURPOSE OR GENERAL IDEA OF BILL:
Requires the use of automatic license plate reader systems at all
entrances and exits to state parks
 
SUMMARY OF PROVISIONS:
Require the installation and use of automatic license plate reader-sys-
tems at all entrances and exits to state parks, state historic sites and
state recreational facilities and to assist municipalities in establish-
ing policies and procedures for the installation and use of these auto-
matic license plate reader systems at all entrances and exits to munici-
pal parks, historic sites, and recreational facilities.
 
JUSTIFICATION:
The recent kidnapping of a nine year old, Charlotte Sena, from a state
park while camping with her family shows that our parks, while often fun
and enjoyable, are also insecure and can lead to dangerous situations.
If the park where Charlotte was kidnapped from had an automatic license
plate reader system installed, then law enforcement agencies would not
have had to wait to find a fingerprint on a ransom note, that could have
never come. Law enforcement could have used the record of license plates
entering and exiting the park to. find Charlotte or anyone else that
falls victim to kidnapping or any other crime that occurs in our parks.
The installation and use of these license plate readers is a matter of
public safety.

AN ACT to amend the parks, recreation and historic preservation law, in
relation to requiring the commissioner of the office of parks, recre-
ation and historic preservation to promulgate rules and regulations
requiring the use of automatic license plate reader systems at all
entrances and exits to state parks
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 3.09 of the parks, recreation and historic preser-
2 vation law is amended by adding a new subdivision 24 to read as follows:
3 24. Promulgate rules and regulations requiring the installation and
4 use of automatic license plate reader systems at all entrances and exits
5 to state parks, state historic sites and state recreational facilities
6 and to assist municipalities in establishing policies and procedures for
7 the installation and use of automatic license plate reader systems at
8 all entrances and exits to municipal parks, municipal historic sites,
9 and municipal recreational facilities. For purposes of this section,
10 "automatic license plate reader system" or "ALPR system" shall mean a
11 system of one or more mobile or fixed high-speed cameras used in combi-
12 nation with computer algorithms to convert images of license plates into
13 computer-readable data.
14 § 2. This act shall take effect immediately.
