PURPOSE OR GENERAL IDEA OF BILL:
To ban gasoline powered leaf blowers and lawn mowers.
SUMMARY OF PROVISIONS:
Section one amends the environmental conservation law to ban the sale of
gasoline powered leaf blowers and lawn mowers by 2023.
Section two provides the effective date.
JUSTIFICATION:
Gasoline powered leaf blowers and lawn mowers are unnecessary and have a
deleterious impact on the environment. A 2011 study by Edmunds found
that a two-stroke gasoline-powered leaf blower spewed Out more pollution
than a 6,200-pound Ford F-150 SVT Raptor pickup truck. Lawn work can be
done effectively using non gas-powered devices and this bill would have
a positive impact on the environment.

AN ACT to amend the environmental conservation law, in relation to
prohibiting the sale of gasoline powered leaf blowers and lawn mowers
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The environmental conservation law is amended by adding a
2 new section 19-0306-c to read as follows:
3 § 19-0306-c. Sale of certain gas-powered lawn care devices prohibited.
4 The commissioner shall promulgate rules and regulations which shall
5 prohibit the sale of gasoline powered leaf blowers and lawn mowers in
6 the state by January first, two thousand twenty-three.
7 § 2. This act shall take effect immediately.
