  TITLE OF BILL: An act to amend the penal law, in relation to authorizing the transfer of certain weapons from an estate to an immediate member of the decedent's family   PURPOSE OR GENERAL IDEA OF BILL: To allow the transfer of property upon the death of a family member. Recipients restricted to immediate family members.   JUSTIFICATION: The New York Safe Act, due to its rapid approval, unintentionally omit- ted provisions enabling the transference of family heirlooms upon the death of an immediate family member. This amendment keeps weapons within the family, as opposed to selling them out of state fro the State's profit.   PRIOR LEGISLATIVE HISTORY: A5951- 2014; held   FISCAL IMPLICATIONS: None to the State.   EFFECTIVE DATE: This act shall take effect immediately.
