PURPOSE:
Directs the department of health to conduct a study relating to opening
a new public hospital in Southeast Queens
 
SUMMARY OF PROVISIONS:
Section 1 authorizes the department of, health (DOH) to authorize and
gather data to make recommendations to assist in facilitating the open-
ing of a public hospital in southeast Queens. Costs, possible locations,
associated costs, proximity to available transportation, demographics of
those served, socio-economic conditions, proximity to other healthcare,
institutions, timeline for opening, and process of opening.
Section 2 allows DOH to consult all other agencies for relevant informa-
tion
Section 3 provides that DOH must submit a report to all NYS government
leaders
Section 4 provides an effective date and be deemed repealed after such
submission
 
JUSTIFICATION:
Southeast Queens has several healthcare facilities that are at times
constrained by capacity. Creating a new hospital In the region would
ensure effective delivery of healthcare services and maintain that resi-
dents are served effectively. Logistically, creating a new hospital
would reduce ambulatory response times, provide more beds in times of
crises and generate a host of new healthcare related jobs and opportu-
nities in the region. It would be in the interest of DOH to conduct such
study and get a greater understanding of the inherent • need for a new
hospital in addition to generating the best available information to
pinpoint a precise location in which one can be located.

AN ACT in relation to directing the department of health to conduct a
study relating to the opening of a public hospital in southeast
Queens; and providing for the repeal of such provisions upon expira-
tion thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The department of health is hereby authorized and directed
2 to gather data, analyze such data, and make recommendations to assist in
3 facilitating the opening of a public hospital in southeast Queens. Such
4 study shall include, but shall not be limited to: possible locations,
5 associated costs, proximity to and availability of public transporta-
6 tion, demographics of those who may be served, the socio-economic condi-
7 tion of the area, proximity to other health care institutions, timeline
8 for opening, and process for opening.
9 § 2. The department of health may request, and is authorized to
10 receive, any information from any state agency that is relevant and
11 material to the completion of such study and report. Such information
12 received by the department of health shall be subject to the same
13 requirements for confidentiality and limitations on use, if any, as are
14 applicable to such state agency's use of such information.
15 § 3. Within one year of the effective date of this act, the department
16 of health shall submit a report of its findings, analysis, and recommen-
17 dations to the governor, the temporary president of the senate, the
18 speaker of the assembly, the chairs of the health committees in the
19 senate and assembly, and the sponsors of this bill in the senate and
20 assembly.
21 § 4. This act shall take effect immediately and shall expire and be
22 deemed repealed thirty days after the submission of the report to the
23 governor and the legislature as provided for in section three of this

1 act; provided that the department of health shall notify the legislative
2 bill drafting commission upon the occurrence of the delivery of the
3 report provided for in section two of this act in order that the commis-
4 sion may maintain an accurate and timely effective data base of the
5 official text of the laws of the state of New York in furtherance of
6 effectuating the provisions of section 44 of the legislative law and
7 section 70-b of the public officers law.
