  TITLE OF BILL: An act to amend the private housing finance law, in relation to direct- ing the housing trust fund corporation to administer a New York small cities community development program   PURPOSE OR GENERAL IDEA OF BILL: This bill create a new state program, modeled and paralleled off of the federal small cities community development block grant program, to open state investment dollars to revitalize and enhance the state's existing housing stock.   SUMMARY OF PROVISIONS: Section one amends section 45-a of the private housing finance law. Section two creates a New York small cities community development program to assist cities in New York state with a population under 100,000 people to rehabilitate and repair existing single and two family homes that need physical improvements or revitalization. The state program will use the existing requirements for the federal small cities community development block grant program to create and administer the state program. Section three of the bill establishes the effective date.   JUSTIFICATION: The housing stock in New York's small cities is deteriorating signif- icantly and it is difficult for property owners to invest in their single or two family homes due to increased inflation and high property taxes. This new program would open up state housing investing funds to revitalize and enhance our existing housing stock. Further, it would be appropriate for the state to reinvest in existing and vacant housing in our small cities to improve the existing housing stock, especially in light of recent attention by the governor for housing opportunities statewide.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Subject to future appropriations.   EFFECTIVE DATE: This act shall take effect April 1, 2024.

        AN  ACT to amend the private housing finance law, in relation to direct-
          ing the housing trust fund corporation to administer a New York  small
          cities community development program
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 45-a of the private housing finance law is  amended
     2  by adding a new subdivision 11-a to read as follows:
     3    11-a.  The  corporation  shall  create and administer a New York small
     4  cities community development program to encourage the rehabilitation and
     5  repair of local housing in cities,  as  accounted  in  the  most  recent
     6  United  States  census, with a population less than one hundred thousand
     7  for the physical improvement and revitalization of single and two family
     8  homes including, but not limited  to,  the  replacement  or  significant
     9  repair of roofs, sidings, exterior doors, windows, foundations, gutters,
    10  porches,  driveways,  detached garages, and other improvements necessary
    11  to correct any building code violations. The program  shall  follow  the
    12  regulations  as  defined for the federal small cities community develop-
    13  ment block grant by the federal Housing and Community Development Act of
    14  1974. This program shall be subject to appropriation by the state.
    15    § 2. This act shall take effect April 1, 2024.
