MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A8292

SPONSOR: Cymbrowitz
TITLE OF BILL: An act to amend the alcoholic beverage control law, in relation to prohibiting the sale of any powdered or crystalline alcohol product   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this chapter amend- ment is to clarify that powdered or crystalline alcoholic beverage products would be banned.   SUMMARY OF SPECIFIC PROVISIONS: Section One amends subdivision 1-a of section 100 of the Alcoholic Beverage Control Law, to add the word "beverage" to specify that powdered or crystalline alcoholic beverage products are banned. Section Two sets forth the effective date.   JUSTIFICATION: This chapter amendment makes technical changes to clarify language stating that powdered or crystalline alcoholic beverage products are banned. Powdered alcohol or "concentrated alcoholic bever- ages" are dangerous and completely unnecessary items. The alcohol is freeze dried in order to make it more portable and then, of course, easier to conceal.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: Undetermined.   EFFECTIVE DATE: Immediately.
