TITLE OF BILL: An act to amend the alcoholic beverage control law, in
relation to prohibiting the sale of any powdered or crystalline alcohol
product
 
PURPOSE OR GENERAL IDEA OF BILL: The purpose of this chapter amend-
ment is to clarify that powdered or crystalline alcoholic beverage
products would be banned.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section One amends subdivision 1-a of section 100 of the Alcoholic
Beverage Control Law, to add the word "beverage" to specify that
powdered or crystalline alcoholic beverage products are banned.
Section Two sets forth the effective date.
 
JUSTIFICATION: This chapter amendment makes technical changes to
clarify language stating that powdered or crystalline alcoholic beverage
products are banned. Powdered alcohol or "concentrated alcoholic bever-
ages" are dangerous and completely unnecessary items. The alcohol is
freeze dried in order to make it more portable and then, of course,
easier to conceal.

AN ACT to amend the alcoholic beverage control law, in relation to
prohibiting the sale of any powdered or crystalline alcohol product
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1-a of section 100 of the alcoholic beverage
2 control law, as added by a chapter of the laws of 2015, amending the
3 alcoholic beverage control law relating to prohibiting the sale of any
4 powdered or crystalline alcohol product, as proposed in legislative
5 bills numbers S. 1757-A and A. 1357-A, is amended to read as follows:
6 1-a. No person shall sell, offer for sale, or otherwise provide for
7 the consumption of any powdered or crystalline alcoholic beverage prod-
8 uct.
9 § 2. This act shall take effect on the same day and in the same manner
10 as a chapter of the laws of 2015, amending the alcoholic beverage
11 control law relating to prohibiting the sale of any powdered or crystal-
12 line alcohol product, as proposed in legislative bills numbers S. 1757-A
13 and A. 1357-A, takes effect.
