          when printed to be committed to the Committee on Education
 
        AN ACT to amend chapter 58 of the laws of 2006  enacting  the  "city  of
          Syracuse and the board of education of the city school district of the
          city  of  Syracuse cooperative school reconstruction act", in relation

          to members of the JSC Board and projects at  certain  schools  in  the
          city school district
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision (f) of section 4 of part A-4 of chapter  58  of
     2  the  laws of 2006 enacting the "city of Syracuse and the board of educa-
     3  tion of the city school district of the  city  of  Syracuse  cooperative
     4  school  reconstruction  act",  as  amended by chapter 459 of the laws of
     5  2013, is amended to read as follows:
     6    (f) "JSC board" shall mean the joint schools construction board of the
     7  city and the city school district  established  to  administer,  manage,
     8  design,  renovate  and  effect  the financing of existing public schools
     9  within the Syracuse city school district. Such board  shall  consist  of

    10  the  mayor  of  the  city of Syracuse and [two] three additional members
    11  designated by the mayor who shall serve at the pleasure of the mayor for
    12  a term not exceeding one year, the superintendent of the  Syracuse  city
    13  school district and two additional members designated by the superinten-
    14  dent  who  shall  serve at the pleasure of the superintendent for a term
    15  not exceeding one year[, and a seventh member, not employed by the  city
    16  or  the  school district, jointly designated by the mayor and the super-
    17  intendent who shall serve at the pleasure of the mayor  and  the  super-
    18  intendent  for a term not exceeding one year]. To ensure flexibility and
    19  continuity, the mayor and/or the superintendent may from  time  to  time
    20  designate  and  authorize their chief of staff, chief financial officer,

    21  or other designee, to attend and vote in their stead.
    22    § 2. Section 5 of part A-4 of chapter 58 of the laws of 2006  enacting
    23  the  "city  of  Syracuse  and  the board of education of the city school
    24  district of the city of Syracuse cooperative school reconstruction act",

     1  as amended by chapter 459 of the laws of 2013, is  amended  to  read  as
     2  follows:
     3    §  5.  (a)  No  more than seven projects, one each at the Central High
     4  School, the Blodgett School, the Shea  Middle  School,  the  H.W.  Smith
     5  Elementary  School,  the  Clary  Middle School, the Dr. Weeks Elementary

     6  School and the Fowler High School, up to a total  cost  of  two  hundred
     7  twenty-five  million  dollars;  and (b) no more than twenty projects [at
     8  locations to be determined by the city school district and  approved  by
     9  the JSC board] which shall be located at the Bellevue Elementary School,
    10  the  Clary  Middle School, the Corcoran High School, the Danforth Middle
    11  School, the Edward Smith K-8 School, the Expeditionary  Learning  Middle
    12  School,  the Fowler High School, the Frazer K-8 School, the Grant Middle
    13  School, the Greystone Building, the Henninger High School, the  Hunting-
    14  ton  K-8  School, the Nottingham High School, the Shea Middle School and
    15  the Westside Academy at Blodgett, up to a total cost  of  three  hundred

    16  million  dollars,  shall  be  authorized and undertaken pursuant to this
    17  act, unless otherwise authorized by law.
    18    § 3. This act shall take effect on the  same  date  and  in  the  same
    19  manner as chapter 459 of the laws of 2013 takes effect.
