AN ACT in relation to establishing the legislative task force on online
sports betting and providing for the repeal of such provisions upon
the expiration thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Legislative task force on online sports betting. A legisla-
2 tive task force on online sports betting is hereby established to:
3 (a) Identify policies and programs that mitigate the risks and conse-
4 quences associated with online sports betting and promote responsible
5 gaming practices for all online sports betting activities authorized in
6 New York state.
7 (b) Recommend policies and procedures to be promulgated in regulations
8 by the New York state gaming commission and its divisions to ensure
9 responsible online sports betting in all facilities licensed or enfran-
10 chised by such commission or divisions.
11 (c) Recommend a structure by which all online sports betting regu-
12 lations promulgated by the commission or its divisions shall be
13 enforced, including but not limited to penalties for violations of regu-
14 latory standards and corrective action.
15 (d) Identify methods to measure effectiveness of any online sports
16 betting procedures implemented in New York state.
17 § 2. Composition. The task force shall consist of ten members. Task
18 force members appointed or designated shall have experience and exper-
19 tise in one or more of the following areas:
20 1) the implementation of online sports betting;
21 2) the treatment of problem gambling; and
22 3) administration of online sports betting programs within a gaming
23 facility.

1 The task force shall consist of ten members to be appointed as
2 follows: three members to be appointed by the speaker of the assembly,
3 one member to be appointed by the minority leader of the assembly, three
4 members to be appointed by the temporary president of the senate, and
5 one member to be appointed by the minority leader of the senate. The
6 task force shall also include the executive director of the New York
7 state gaming commission or his or her designee and the director of the
8 division of gaming or his or her designee. The chair shall be designated
9 by a simple majority vote of all members of the task force.
10 § 3. Compensation. Members shall receive no compensation for their
11 services but shall be reimbursed for their expenses actually and neces-
12 sarily incurred in the performance of any of their duties.
13 § 4. Report. The task force shall create a final report regarding all
14 findings and recommendations to be delivered upon completion of all
15 objectives described herein, but in no event later than December 31,
16 2020, to the governor, the speaker of the assembly and the temporary
17 president of the senate. At the completion of all duties described here-
18 in the legislative task force shall be dissolved.
19 § 5. This act shall take effect immediately and shall expire and be
20 deemed repealed January 1, 2021.
