        Introduced by M. of A. RAJKUMAR -- read once and referred to the Commit-
          tee on Housing
 
        AN ACT to create the 3D printed housing and infrastructure task force
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1.  1. There is hereby created a  task  force  to  promote  3D
     2  printed  housing  and  infrastructure  in New York state. The task force
     3  shall consist of 11 members as  follows:  5  members  appointed  by  the
     4  governor;  2 members appointed by the temporary president of the senate;
     5  2 members appointed by the  speaker  of  the  assembly;  and  2  members
     6  appointed by the mayor of the city of New York. One representative shall
     7  be  from  a  building  trades  union; one representative shall be from a
     8  business engaged in industrial 3D printing; one representative shall  be
     9  an  expert  on  design  who  is a licensed architect; one representative
    10  shall be a civil engineer who is a licensed professional  engineer;  one
    11  representative  shall  be  a certified urban planner; one representative
    12  shall be a real estate developer; one representative shall be  a  repre-
    13  sentative  of  the  division  of  homes  and  community renewal; and one
    14  representative shall be a member of the department  of state division of
    15  building standards and codes.
    16    2. The task force shall develop recommendations on how the  state  can
    17  promote  large scale construction of 3D printed homes and infrastructure
    18  with respect to legislation, regulatory environment,  government  initi-
    19  atives and inducements.
    20    3.  The task force shall issue a report to the governor and the legis-
    21  lature, on or before July 1, 2027 on the promotion of 3D printed housing
    22  and infrastructure in New York state, including state and  local  initi-
    23  atives,  regulations, and incentives that will promote the manufacturing
    24  of cost-effective, sustainable, and safe 3D printed housing and  infras-
    25  tructure  while  expediting project delivery and creating and preserving

     1  living wage jobs. The report shall be made available on the  website  of
     2  the division of homes and community renewal.
     3    4.  For  purposes  of  this  act, "3D printing" and "3D printed" shall
     4  refer to the construction of three-dimensional objects primarily through
     5  the depositing, joining,  or  solidifying  of  material  under  computer
     6  control, generally added in successive layers.
     7    § 2. This act shall take effect immediately.
