Go to top STATE OF NEW YORK ________________________________________________________________________ 4827--A 2017-2018 Regular Sessions IN ASSEMBLY February 3, 2017 ___________ Introduced by M. of A. DenDEKKER -- read once and referred to the Committee on Veterans' Affairs -- recommitted to the Committee on Veterans' Affairs in accordance with Assembly Rule 3, sec. 2 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the executive law, in relation to establishing a task force on veteran employment opportunities; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The executive law is amended by adding a new section 352-a 2 to read as follows: 3 § 352-a. Veterans employment task force. 1. There shall be in the 4 division a task force on veterans employment opportunities which shall 5 consist of the following eleven members: the state director of veterans' 6 affairs or his or her designee, who shall serve as the chair of the task 7 force; the commissioner of the office of general services, or his or her 8 designee; the president of the state civil service commission, or his or 9 her designee; the commissioner of labor, or his or her designee; the 10 adjutant general for the state of New York, or his or her designee; two 11 members appointed by the temporary president of the senate, one of whom 12 shall be a representative from the private sector; two members appointed 13 by the speaker of the assembly, one of whom shall be a representative 14 from the private sector; one member appointed by the minority leader of 15 the senate; and one member appointed by the minority leader of the 16 assembly. 17 2. No member of the task force shall be disqualified from holding any 18 public office or employment, nor shall he or she forfeit any such office 19 of employment by virtue of his or her appointment pursuant to this 20 section. Members of the task force shall receive no compensation for their 2 services, but shall be allowed their actual and necessary expenses 3 incurred in the performance of their functions pursuant to this section. 4 4. On an annual basis, the task force shall hold at least two public 5 hearings. To the extent practicable, such hearings shall be held in 6 different regions of the state. During the public hearings, the task 7 force shall hear the testimony of voluntary witnesses, may compel the 8 testimony of witnesses and may require the production of any documents 9 the task force deems reasonably necessary to carry out its responsibil- 10 ities. 11 5. The task force shall issue a report on June 30, 2020, and every two 12 years after such date, to the governor, the temporary president of the 13 senate, and the speaker of the assembly. Such report shall include but 14 not be limited to: 15 (a) recommendations on the development of new methods and programs 16 aimed at assisting the state's veterans in finding and maintaining mean- 17 ingful employment opportunities; 18 (b) an analysis of the current methods and programs; 19 (c) the impact on veteran employment by professional licensing; 20 (d) the impact of veteran contractor programs; 21 (e) the impact of tax credits and municipal grants for hiring unem- 22 ployed veterans; and 23 (f) any private sector initiatives. 24 § 2. This act shall take effect immediately; and shall expire and be 25 deemed repealed December 31, 2022.
