        Introduced  by  M. of A. RYAN -- read once and referred to the Committee

        AN ACT to amend the state finance law, in relation to returning the  aid
          to  localities  payments  for  eligible  municipalities in which video
          lottery gaming facilities are located to the  2008-2009  state  fiscal
          year levels; and to amend chapter 53 of the laws of 2013, enacting the
          Aid  to  Localities budget, in relation to payments of aid to eligible
          municipalities in which video lottery gaming facilities are located
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Paragraph b of subdivision 2 of section 54-l of the state
     2  finance law, as amended by section 1 of part X of chapter 55 of the laws
     3  of 2014, is amended to read as follows:
     4    b. Within the amounts appropriated therefor,  eligible  municipalities
     5  shall  receive  an  amount  equal  to [seventy percent of] the state aid
     6  payment received in the state fiscal year commencing  April  first,  two
     7  thousand  eight  from  an  appropriation  for aid to municipalities with
     8  video lottery gaming facilities.
     9    § 2. That part, entitled "Miscellaneous -- All state  departments  and
    10  agencies  -- Local Government Assistance", of section 1 of chapter 53 of
    11  the laws of 2013 entitled "Aid to  Localities  budget",  is  amended  by
    12  adding thereto the items hereinbelow set forth in italics and is amended
    13  by  deleting  therefrom  the  items hereinbelow set forth in brackets as
    14  follows:

    14  For payment of aid to the city of Yonkers as
    15    an  eligible city in which a video lottery
    16    gaming facility  is  located  pursuant  to
    17    section 54-l of the state finance law. The
    18    amount appropriated herein shall be avail-
    19    able  for  payment to the city pursuant to
    20    section 54-l of the state finance  law  no
    21    earlier  than  April  1, 2014 and no later
    22    than June 30, 2014 on audit and warrant of
    23    the state comptroller notwithstanding  any
    24    provision of law to the contrary including
    25    any  contrary  provision  of section 40 or
    26    section 54-l of the state finance law.
    27  Such  payment  shall   constitute   complete
    28    liquidation  of  the state's obligation to
    29    the city under section 54-l of  the  state
    30    finance  law  for  the  state  fiscal year
    31    commencing on April 1, 2014 ... 19,600,000
    32  For  payment  of  aid  to  eligible  munici-
    33    palities  in  which a video lottery gaming
    34    facility is located  pursuant  to  section
    35    54-l  of  the  state finance law. Notwith-
    36    standing  any  provision  of  law  to  the
    37    contrary,    such   municipalities   shall
    38    receive aid  in  an  amount  equal  to  55
    39    percent  of  the  aid  which  such munici-
    40    palities received  [in  the  state  fiscal
    41    year]  commencing  [April 1, 2008] January
    42    1, 2013 pursuant to section  54-l  of  the

    45    §  3.  This  act  shall take effect immediately and shall be deemed to
    46  have been in full force and effect on and after April 1, 2013.
