AN ACT to amend the legislative law, in relation to requiring public
hearings prior to extending mayoral control of New York city schools
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The legislative law is amended by adding a new section 32-b
2 to read as follows:
3 § 32-b. Extension of mayoral control; public hearings. After introduc-
4 tion and a minimum of thirty days prior to voting on any bill to amend
5 chapter ninety-one of the laws of two thousand two, amending the educa-
6 tion law and other laws relating to reorganization of the New York city
7 school construction authority, board of education and community boards,
8 and/or to amend chapter three hundred forty-five of the laws of two
9 thousand nine, amending the education law and other laws relating to the
10 New York city board of education, chancellor, community councils, and
11 community superintendents, in relation to the effectiveness thereof, the
12 senate education committee and the assembly education committee jointly
13 or separately shall conduct public hearings on such bill. Such hearings
14 shall be conducted in Bronx, Kings, New York, Queens and Richmond coun-
15 ties to provide individuals and organizations in such counties with an
16 opportunity to comment on such bill. The committees shall make every
17 effort to hear all those who wish to present statements at such public
18 hearings. The chairs of the committees jointly or separately shall
19 publish a schedule of such hearings.
20 § 2. This act shall take effect immediately.
