AN ACT to amend the administrative code of the city of New York, in
relation to clean air taxicabs; and to repeal certain provisions of
the administrative code of the city of New York relating thereto
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivisions dd and ee of section 19-502 of the administra-
2 tive code of the city of New York, as added by a chapter of the laws of
3 2017 amending the administrative code of the city of New York relating
4 to clean air taxicabs as proposed in legislative bills numbers S. 6326-A
5 and A. 7963-A, are REPEALED.
6 § 2. Section 19-533 of the administrative code of the city of New
7 York, as added by a chapter of the laws of 2017 amending the administra-
8 tive code of the city of New York relating to clean air taxicabs as
9 proposed in legislative bills numbers S. 6326-A and A. 7963-A, is
10 amended to read as follows:
11 § 19-533 Clean air taxis. [The commission shall permit all hybrid
12 electric and electric models of vehicles to be used as a taxicab that
13 also meet all requirements for use as a for-hire vehicle. Such] The
14 commission shall approve one or more hybrid electric vehicle models for
15 use as a taxicab within ninety days after the enactment of this law. The
16 approved vehicle model or models shall be eligible for immediate use by
17 all current and future medallion owners. Notwithstanding the foregoing,
18 the commission, to the extent practicable, shall within ninety days of
19 the effective date of the chapter of the laws of two thousand seventeen
20 that amended this section, permit one thousand three hundred fifty of
21 such medallions to use any hybrid electric vehicle, excluding accessible
22 vehicles as defined by section 19-534 of this chapter, that also meets
23 all of the requirements for use as a for-hire vehicle. For the purposes
24 of this chapter, a hybrid electric vehicle shall be defined as a commer-
25 cially available mass production vehicle originally equipped by the
26 manufacturer with a combustion engine system together with an electric
27 propulsion system that operates in an integrated manner.

1 § 3. Nothing within this act shall limit or impair the authority of
2 the New York City Taxi and Limousine Commission to approve one or more
3 hybrid electric vehicle models for use as a taxicab.
4 § 4. This act shall take effect on the same date and in the same
5 manner as a chapter of the laws of 2017 amending the administrative code
6 of the city of New York relating to clean air taxicabs as proposed in
7 legislative bills numbers S. 6326-A and A. 7963-A, takes effect.
