TITLE OF BILL: An act to amend the county law and the state finance
law, in relation to defunding planned parenthood
 
PURPOSE: To prevent state funding to be allocated to the organization
Planned Parenthood.
 
SUMMARY OF PROVISIONS: SECTION 1. Subdivision 16 of section 224 of
the county law, as added by chapter 811 of the laws of 1969, is amended
to read as follows:
16. The board of supervisors of any county (may) shall not appropriate
(such sums of money as it deems proper toward the maintenance of) any
funds for the support or operation of a planned parenthood association
organized and operating (to give family planning services to persons
residing) in the county.
SECTION 2. The state finance law is amended by adding a new section 53-e
to read as follows:
§ 53-e. Prohibiting state funding for Planned Parenthood organizations.
No appropriations or allocations of state funds may be made to any
Planned Parenthood association or to any successor organization.
 
JUSTIFICATION: Using public funds for private organizations is a seri-
ous concern which needs to be addressed. Using taxpayer dollars to
support procedures residents may or may not support is an irresponsible
use of taxpayer dollars. At a time when New York is desperately trying
to revive its economy there are much better areas for hard earned
taxpayer dollars to be used.

EFFECTIVE DATE: This act shall take effect immediately.

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 16 of section 224 of the county law, as added
2 by chapter 811 of the laws of 1969, is amended to read as follows:
