        Introduced  by M. of A. LUPARDO -- read once and referred to the Commit-
          tee on Children and Families
 
        AN ACT to amend the social services law, in relation to establishing  an
          annual report on child protective services employee caseloads
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 

     1    Section 1.  The social services law is amended by adding a new section
     2  427-b to read as follows:
     3    § 427-b. Caseload reports. 1.  Each  local  social  services  district
     4  shall prepare an annual report describing the average caseload, on a per
     5  month  per employee basis, for child protective services employees. Such
     6  report shall be published no later than June  thirtieth  of  each  year,
     7  beginning  in two thousand fourteen, and shall report information on the
     8  basis of the last completed fiscal year. In subsequent years, the report
     9  shall include comparative data for up to five prior fiscal years if such
    10  data is available. The report shall be delivered to  the  governor,  the
    11  commissioner  of  children  and  family services, the chairperson of the

    12  senate children and families committee and the chairperson of the assem-
    13  bly committee on children and families, and shall be  available  to  the
    14  public  on  the  local  social  service  district's public website. Such
    15  reports shall contain, but not be limited to, the following:
    16    (a) the total number of  non-supervisory  full-time  child  protective
    17  services employees employed at the end of the fiscal year, not including
    18  paraprofessional staff;
    19    (b)  the  number  of  supervisory  full-time child protective services
    20  employees employed at the end of the fiscal year, not including parapro-
    21  fessional staff;
    22    (c) the number of  both  full  and  part-time  paraprofessional  staff
    23  employed at the end of the fiscal year;

    24    (d)  the  average number of active cases per full-time non-supervisory
    25  child protective services employee per month, not including  paraprofes-
    26  sional staff for the total number of employees;
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets
                              [ ] is old law to be omitted.

     1    (e) the average number of active cases per full-time supervisory child
     2  protective  services  employee per month, not including paraprofessional
     3  staff for the total number of employees;
     4    (f)  the  total  number  of  non-supervisory child protective services

     5  employees with an average monthly caseload of over fifteen;
     6    (g) the total number of child protective service  employees  hired  by
     7  the district during the fiscal year;
     8    (h)  the  total  number  of  child  protective  service employees that
     9  resigned or were terminated during the fiscal year;
    10    (i) the total number of civil service tests offered during the  fiscal
    11  year  to  hire  additional  child protective services employees, and the
    12  total number of employees on a hiring list for a position at the end  of
    13  the fiscal year; and
    14    (j)  an  explanation  by the district of steps that they are taking to
    15  lower the average caseload for child protective services employees.

    16    2. Such reports shall be made available to the public on the office of
    17  children and family services public website.
    18    § 2. This act shall take effect immediately.
