AN ACT in relation to extending the renewal of driver's licenses, non-
driver identification cards and inspections of motor vehicles for
three months
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Notwithstanding any other provision of law: (a) the date on
2 which the renewal of any driver's license required pursuant to title 5
3 of the vehicle and traffic law or any non-driver identification card
4 issued pursuant to article 17-A of title 4 of such law expires; and (b)
5 the date on which the periodic inspection of any motor vehicle required
6 pursuant to article 5 of title 3 of the vehicle and traffic law expires,
7 shall be extended for a period of three months from the date such
8 license, non-driver identification card or periodic inspection expires;
9 provided that such expiration occurs within the six month period begin-
10 ning on March 10, 2020.
11 § 2. The commissioner of motor vehicles is authorized to extend: (a)
12 the date on which the renewal of any driver's license required pursuant
13 to title 5 of the vehicle and traffic law or any non-driver identifica-
14 tion card issued pursuant to article 17-A of title 4 of such law
15 expires; and (b) the date on which the periodic inspection of any motor
16 vehicle required pursuant to article 5 of title 3 of the vehicle and
17 traffic law expires, if, in the interest of the health and safety of the
18 public due to the coronavirus disease 2019 (COVID-19) pandemic, the
19 commissioner deems such extension to be necessary.
20 § 3. This act shall take effect immediately and shall be deemed to
21 have been in full force and effect on and after March 10, 2020.
