        AN ACT to amend the mental hygiene law, in relation to requiring certain
          persons  providing substance abuse treatment on counseling to complete
          training in medication assisted treatment

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  19.31  of  the mental hygiene law, as added by a
     2  chapter of the laws of 2016 amending the mental hygiene law relating  to
     3  requiring  certain  persons providing substance abuse treatment on coun-
     4  seling  to  complete  training  in  medication  assisted  treatment,  as
     5  proposed  in  legislative bills numbers S. 7301 and A. 10294, is amended
     6  to read as follows:
     7  § 19.31 Medication assisted treatment training requirement.
     8    Every person who is a  credentialed  alcoholism  and  substance  abuse
     9  counselor  pursuant  to subdivision (d) of section 19.07 of this article
    10  [or a qualified health care  professional]  who  provides  treatment  or
    11  counseling  services  at a substance use disorder facility, [at a school
    12  or pursuant to the Drug Addiction Treatment Act of 2000,] shall,  within
    13  eighteen months of the effective date of this section or within one year
    14  of  commencing the provision of any such treatment or counseling, which-
    15  ever shall be later,  successfully  complete  a  course  of  instruction
    16  relating to medication assisted treatment approved by the office.
    17    §  2.  This  act  shall  take  effect on the same date and in the same
    18  manner as a chapter of the laws of 2016 amending the mental hygiene  law
    19  relating  to  requiring certain persons providing substance abuse treat-
    20  ment on counseling to complete training in  medication  assisted  treat-
    21  ment,  as  proposed  in  legislative bills numbers S. 7301 and A. 10294,
    22  takes effect.
