Senate Resolution No. 1479

        CONGRATULATING  Mayor  Robert  Palmieri  upon  the
        occasion of his retirement after serving  diligently
        as Mayor of the City of Utica, New York
 
  WHEREAS,  It is the custom of this Legislative Body to recognize and
commend those individuals of outstanding purpose whose lives  have  been
committed to public service and the pursuit of excellence in the conduct
of the legislative process in this noble Empire State; and
 
  WHEREAS,  Attendant  to  such  concern,  and in full accord with its
long-standing traditions, this  Legislative  Body  is  justly  proud  to
congratulate  Mayor  Robert Palmieri upon the occasion of his retirement
after serving diligently as Mayor of the City of Utica, New York, to  be
recognized at his official send-off celebration on Tuesday, December 12,
2023 at 72 Tavern & Grill, 400 Oriskany St. W., Utica New York; and
 
  WHEREAS,  Robert Palmieri began his illustrious career with the City
of Utica in 2011, when he was elected as Mayor; he was heavily  involved
in  public  service  prior  to  his election, serving as a member of the
Utica Common Council for fourteen years on behalf of his  community,  as
Deputy Public Commissioner in 2004, as Weed and Seed Liaison starting in
2007, and as Deputy Public Safety Commissioner and Codes Commissioner in
2011; and
 
  WHEREAS,  Having  spent three decades working in the private sector,
Robert Palmieri was the Girls'  Basketball  Coach  at  Notre  Dame  High
School  and  a  member of several not-for-profit community-based boards;
dedicated to his community, he  co-founded  Cornhill  Hoops  and  was  a
volunteer basketball official; and
 
  WHEREAS,  A  graduate  of  Thomas  R. Proctor High School and Mohawk
Valley Community College, Robert Palmieri has  earned  recognition  from
the  United States Department of Justice for his achievements as Utica's
Weed and Seed Liaison; his street sweeps  of  the  city's  neighborhoods
resulted in unprecedented levels of cooperation between the police, fire
departments, and Codes Enforcement officials; and
 
  WHEREAS,  As  a  testament to his hard work, under the leadership of
Mayor Robert Palmieri, the City of Utica has witnessed an  economic  and
financial  transformation;  the development of Nano Utica, Utica Harbor,
the arrival of the AHL Utica Comets, and countless downtown  initiatives
have  jumpstarted  a  positive  financial  outlook  for  the  city, with
million-dollar deficit budgets skyrocketing into  a  fund  balance  that
currently stands at over 14 million dollars; and
 
  WHEREAS, In his official acts, Mayor Robert Palmieri was governed by
a keen sense of duty and always showed a unique grasp of human problems;
and
 
  WHEREAS,  For  the  past  12  years,  Mayor Robert Palmieri rendered
faithful, conscientious and valuable service to the City of Utica, truly
earning the admiration, esteem and affection of his colleagues; and
 
  WHEREAS, It  is  the  sense  of  this  Legislative  Body  that  when
individuals  of  such  noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the  citizens
of the great State of New York; now, therefore, be it
 
  RESOLVED,  That  this Legislative Body pause in its deliberations to
congratulate Mayor Robert Palmieri upon the occasion of  his  retirement
after serving diligently as Mayor of the City of Utica, New York, and to
wish  him  continued  success  in  all  his  future endeavors; and be it
further
 
  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to Mayor Robert Palmieri.
