AN ACT to amend the education law, in relation to the certification or
training of teachers, administrators and instructors in the area of
dyslexia and related disorders
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 5 of section 3004 of the education law, as
2 amended by chapter 484 of the laws of 2008, is amended to read as
3 follows:
4 5. (a) Notwithstanding any other provision of law, the commissioner is
5 authorized and empowered to certify or require training of teachers,
6 administrators and instructors in the area of autistic needs. The
7 commissioner shall have the power to prescribe the necessary regulations
8 and establish such programs and training related to the needs of autis-
9 tic children. Such programs and training shall be obtained from an
10 institution or provider which has been approved by the department to
11 provide such programs and training, except that a school district or
12 board of cooperative educational services may provide such training as
13 part of its professional development program.
14 (b) Notwithstanding any other provision of law, the commissioner is
15 authorized and empowered to certify or require training of teachers,
16 administrators and instructors in the area of dyslexia and related
17 disorders. The commissioner shall have the power to prescribe the neces-
18 sary regulations and establish such programs and training related to the
19 needs of students of dyslexia and related disorders. Such programs and
20 training shall be obtained from an institution or provider which has
21 been approved by the department to provide such programs and training,
22 except that a school district or board of cooperative educational
23 services may provide such training as part of its professional develop-
24 ment program.
25 § 2. This act shall take effect immediately.
