        Introduced  by  Sen.  KRUGER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation
 
        AN ACT to amend the public authorities  law,  in  relation  to  commuter
          safety
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 

     1    Section 1. Paragraph b of subdivision  1  of  section  1269-d  of  the
     2  public  authorities  law, as amended by chapter 929 of the laws of 1986,
     3  is amended to read as follows:
     4    b. Planned service and performance standards  for  each  year  of  the
     5  period covered by the plan; including, in such plan submitted after July
     6  first,  nineteen  hundred  eighty-eight,  (a)  standards for determining
     7  frequency of service at peak hours and off-peak hours, (b) frequency  of
     8  service  at  peak  and  off-peak  hours based on the application of such
     9  standards to the current period for each subway line, bus route or group
    10  of bus routes, and commuter rail lines, divisions or branches as  appro-
    11  priate,  (c)  projected  performance  for each subway line, bus route or
    12  group of bus routes, and commuter rail lines, divisions or  branches  as

    13  appropriate  as  measured  by  reliability  indicators commonly utilized
    14  within the transit industry, including such measures  as  mean  distance
    15  between  failures  for  subway cars, planned number of vehicles with air
    16  conditioning and projected reliability of such equipment, planned stand-
    17  ards for cleanliness of the interior and exterior of subway cars, commu-
    18  ter rail cars, buses, and  passenger  stations,  and  other  appropriate
    19  measures of planned performance influencing the quality of services, (d)
    20  an  analysis  of the impact of a proposed reduction in transit authority
    21  personnel or services including, but not limited to, booth closings,  on
    22  commuter  safety.  Within  ten days of the completion of such analysis a
    23  copy thereof shall be forwarded to the governor for review  and  comment
    24  thereon;

    25    § 2. This act shall take effect immediately.
